If Congress does not act before February 27th, the Department of Homeland Security will run out of money and go into partial shutdown. (Eighty-five percent of employees would still be working but would not be paid.) Congress does not appear to have an action plan; Last week, before recess, House and Senate lawmakers were telling each other to do something. Meanwhile, politicians from both parties have already jumped to the stage where they blame the other party for the possible shutdown – which makes them seem quite resigned to this happening. House Speaker John Boehner said Sunday that he is “certainly” ready for a DHS shutdown.

It helps that both parties think they can beat shutdown politics. Democrats see this as a repeat of the 2013 government shutdown, when Republicans in Congress tried to undo a major Obama administration policy (then Obamacare; now the president’s executive actions on immigration) as a condition of keeping the government open. Republicans, for their part, appear to believe that because the Senate’s Democratic minority is obstructing their funding bill, Democrats will take the blame – although there is little indication that they are willing to reverse all of Obama’s executive actions to put end to closure. It’s also unclear whether Republicans could gain a critical mass of support within their own party for anything less.

But the indifference with which both parties are treating the prospect of a closure of the Department of Homeland Security raises a major political question: Why does the department exist?
