Allstate Stops Selling New Home Insurance Policies In California, Citing Wildfire Risks

Most standard homeowners insurance comes with coverage that protects your home from fire. If you own a second home or live in an area that is more susceptible to wildfires, you can also purchase separate fire insurance to supplement your existing coverage.

For example, more than 2 million properties in California are at high risk of wildfire damage, according to Verisk, an insurance risk data analytics company. Other states with high wildfire risk include Texas, Colorado and Arizona.

If a fire damages your home, fire insurance pays for repairs and replacement costs, says Brian Greenberg, founder and president of Insurist, an insurance comparison platform. It is likely already included in your homeowners insurance policy, but can be purchased as a stand-alone policy if needed.

Although homeowners insurance is not legally required, most mortgage lenders require you to have it. Either way, it’s always a good idea to have coverage to protect probably your biggest investment from fires.

Will My Homeowners Insurance Cover Fire Damage For My Home?

“Fire insurance covers a variety of risks and perils, including fire, smoke, water damage and other types of damage,” Greenberg said. As long as the peril listed on your policy caused the fire, homeowners insurance will cover the loss.

If a fire damages your home, your insurance provider will pay either the replacement cost or the actual cost of replacing or repairing your property.

Replacement cost coverage pays the amount needed to rebuild or replace your residence or personal property based on current cost standards. Unlike actual costs, it doesn’t take into account depreciation factors like the age of your home. For example, if your kitchen is damaged in a fire, by covering replacement costs, the insurer will pay to replace items in your kitchen and rebuild the damaged part of your home with materials of similar value.

Guaranteed replacement costs cover all repair costs, regardless of the amount. This coverage is usually available for an additional fee and can be useful in times of rapidly increasing inflation.

Fire insurance is included in most homeowners insurance policies. A standard HO-3 policy offers coverage for occupancy, personal property, liability and loss of use.

Fire insurance does not cover fire if you start a fire intentionally. It also will not cover fire caused by war, nuclear radiation or pollution.

If a fire is caused by flood, earthquake or any other peril excluded in your policy, you need separate coverage to cover the loss. Additionally, homeowners insurance won’t cover your medical expenses if you or a family member is injured in a fire, Greenberg says.

If you own a secondary home, especially if it is usually vacant, fire damage may be excluded from your coverage. An empty or vacant home poses a fire hazard because there is no one home to mitigate the danger in the event of a fire. You may need vacant home coverage and residential fire coverage to protect your vacant or vacant home from fire damage.

If you are submitting a fire insurance claim, remember that your premiums may increase when you renew. According to Insurance.com, premiums typically increase 29% after the first claim. After the second claim, your premium will be increased to 60%.

California’s Fire Insurance Crisis: Why It Happened And What Can Be Done To Fix It

Insurance companies worried about exposure to wildfires have cut homeowner business, with the two largest firms ceasing coverage for some multimillion-dollar properties, according to the Wall Street Journal.

American International Group plans to notify its 9,000 Private Client Group customers that their home policies will not be renewed. Chubb, the state’s largest premium insurer, chooses not to renew some policies.

Chubb Chief Executive Officer Evan Greenberg said in an earnings call last fall that the decline was “not a small amount” in areas “both highly exposed and moderately exposed to fire.”

For a business that “someone else will enjoy writing,” he said, “we can’t charge an adequate price for the risk.”

Insurance Information For Those Impacted By The Wildfires.

AIG said some clients may be eligible for coverage through the firm’s less regulated division — though their policies could cost three to five times more, brokers say, with less generous coverage.

“AIG is the first high-net-worth carrier to say, ‘We’ve had it, we’re leaving California’s regulated market,'” said Jim Tolliver, an insurance broker in San Francisco with Woodruff Sawyer & Co.

Others may soon follow suit, he said. The renewals by AIG and Chubb follow years of policy cuts by mass-market insurers. Climate change may be a factor.

Five of the 10 largest wildfires on record in California occurred in 2020, and the state set a new record for acres burned, according to NASA’s Jet Propulsion Laboratory in Pasadena. By mid-December, more than 9,600 wildfires had burned nearly 4.2 million acres, killed more than 30 people, and damaged or destroyed nearly 10,500 structures.

Real estate agents say such fires have damaged Los Angeles’ luxury real estate market, sharply increasing the cost of home insurance and shrinking the buyer pool.

Some insurers say California rules require them to set their home insurance rates based on their historical loss experience rather than projections of future losses. It is determined by models for disasters such as forest fires.

State regulators say insurers can get adequate rate increases under the current system and have expressed concerns about the accuracy and fairness of modeling for minorities.

In 2020, the state insurance department approved an average increase of 17.5 percent for AIG home policies. AIG is now asking for a 42 percent raise.
