Solar energy is Singapore’s most viable renewable energy source, but large-scale deployment of solar panels is challenging due to its dense urban landscape and limited land. Beyond rooftops and vertical spaces, large amounts of water from pubs and reservoirs can now serve the dual purpose of water capture and electricity generation. This follows positive trial results and large environmental studies showing that floating solar panels have minimal impact on the water quality and biodiversity of the reservoir.

This large-scale floating solar PV system in Tengeh Reservoir – the first of its kind in the region – will enable Singapore to be one of the few countries in the world to integrate green technology with water treatment. When the project begins full commercial operation next year, the amount of clean energy produced will be enough to power PUB’s local water treatment plant, offsetting 7% of PUB’s annual energy needs.

The project will also incorporate new innovations in floating solar PV design and construction. Each component of the system has been carefully designed and selected according to Singapore’s climate conditions in order to maximize energy generation, minimize environmental impact and water quality, and be durable enough to meet a service life of 25 years. These include double-glazed PV modules instead of the single-glazed variant commonly used for rooftop installations, to improve durability in a wet and humid environment. The PV modules are supported by certified food-grade high density polyethylene (HDPE) UV-resistant floats to prevent degradation from intense sun exposure.

To optimize performance and operational reliability, the system is supported by a digital surveillance platform with security cameras, ‘live’ video surveillance, dashboards and alerts that help track environmental factors such as wind speed, solar irradiation and ambient temperature. The system also detects abnormalities that may indicate potential overheating and fire hazards for preventative maintenance. Employees will be able to monitor the system remotely through a mobile application that allows maintenance teams to be deployed quickly when needed (please refer to the infographic in Appendix A).
