The United Arab Emirates (UAE) is a multiracial society with a diverse housing and real estate market potential. This study focused on user perceptions of available and affordable private housing designs in Dubai, Sharjah and Ajman, which are the most populous states (emirates) of the UAE. A literature review and case studies of low- to mid-rise residential buildings were used to determine the parameters that define affordable housing design, and a model of 7 design segments (independent variables) was developed with 39 dependent variables. The model consists of a matrix of 39 design variables, in which each variable is set up in a survey instrument with a Likert scale to assess the levels of user satisfaction with the designs of their respective buildings. The questionnaires were distributed among the residents of several buildings in different locations in the Emirates. This study found that 16 abnormal design factors failed to satisfy users. It is likely that the results of this study will provide a plan for dialogue between regional building designers and end users to improve the designs of new buildings. The resulting design evaluation matrix can be used for the analysis of residential buildings in other parts of the Gulf Cooperation Council region.

It is home to people from 180 countries, and this fact is a driving force for the growth of its economic and real estate markets [1]. Many countries have recorded slow or negative economic growth due to the COVID-19 pandemic; however, the UAE has seen steady growth. In general, people from neighboring Asian countries consider it a safe and secure option for investment [2]. Steady economic growth and development always increase the demand for comfortable living and working environments [3]. The multicultural society of the United Arab Emirates and the inflows of population place high demands on different types of accommodation and design solutions. Dubai is a major city in the UAE and sets standards and trends for economic growth. Statistics show that during 2020, the real estate market had a supply of 690, 498 housing units (apartments and villas) in Dubai alone, while the overall growth in housing demand in the United Arab Emirates is of about 50,000-60,000 housing units for each. year [4]. Rising costs of materials and construction and global slowdowns are affecting housing affordability. Affordability is a term for affordable housing or social housing introduced to define the type of housing intended for the less popular sections of the population [5, 6]. In the United Kingdom and some other European countries, affordable housing refers to housing for specific income groups, defined by the national government. The affordability threshold varies from region to region, but affordable housing is generally classified as residences for low- to middle-income groups of society [7]. In developing countries, the concept of affordable housing is defined as basic houses for the economically weaker sectors, or affordable houses for low-income groups [8]. The US Federal Department of Housing and Urban Development (HUD) has provided a comprehensive definition of affordable housing. It defines “affordable housing” as a house rented, or mortgaged, for 25-30% of the resident’s monthly income [9].

This phenomenon results in dissatisfaction among the occupants [18].

Imprecise communication between stakeholders, such as designers, clients and builders, is a major reason for deficient design [19]. Information about intended use and user behavior is important at the design stage; the designer often relies on simulations, which are not the real perceptions of real users.
